the house was reported repeatedly over the years for a smell that was described as "a dead person" and no one ever investigated that?

I remember years ago Michael Moore had a show called TV Nation and in one episode he decided to see what he could do to get people to call the police and report a possible serial killer in the neighborhood. He rented a house. After a couple of weeks he staged "screaming in the middle of the night" sessions and started carrying heavy garbage bags out to his car and driving off....no calls. He dug a pit in the front lawn and filled it with lye. No calls. He walked around the front yard in a butcher's apron. No calls. He walked around the front yard in the butcher's apron, a leather mask, holding a chainsaw...finally...someone called.

For people to have called it had to have been truly horrific.....for those calls to be ignored should be criminal.
